Default JDM Non-HID Headlight adjustement

There are 2 adjusting knobs in the non-HID headlights. 1 of tem (the bottom one) controls the vertical movementof the projector. The other one I am not sure. Does anybody exactly know what that one controls? Any pointers to the subaru manual for those lamps. I believe it controls the angle at which the beam spreads across the surface of the road (horizontally). I am just having such a hard time adjusting them. Adjusting is not as easy as with halogen since the beams cover a much wider and longer area. I have the RHD lights and the projector beam tilts by design towards the left blinding people. I need to change that angle without lowering the entire beam too much. Any input woudl be greatly apreciated, thanks!
