hi,
is Valvoline synthetic blend 10w-30 the same thing as normal synthetic?

Synthetic blend is a waste. Either use full synthetic or conventional organic oil.

Most will not believe this, but the requirement to meet today's specs for some weights without ubber expensive additives means they are already partially synthetic oils to begin with. Engine oil companies don't tell people this so they can sell synthetic blends and make more money. An exception comes from Kendall and Conoco oils (5W20, 5W30 and 10W30) that clearly states they are a synthetic blend. Those two oils often cost less then so called dino oils from bigger oil companies who do much, much more advertising & sponsoring.

Synthetic blend could be .05% synthetic, and 99.95% conventional oil. There are no requirements at all about synthetic blend, stay away, it is just a money trap.
