Correct...but for the three years they were in F1, they didn't attend a single preseason test, and they didn't successfully qualify for the first race the last two years. If Marussia doesn't introduce their car until the eve of the first race, they're heading down the same path HRT did...

Hate to say it, but good for them. Using taxpayer money just to be able to pay for the privilege of taking a loss on Bernie's circus is ridiculous and F1 should really look at the direction it's heading. The current strategy seems to be:
Get a country all riled up about the prospect of hosting a global F1 race Politicians see $$$. Build it and they will come Brand new purpose built F1 track built Host a few races, hype dies down, costs add up Can't afford it anymore. Plea with Bernie and government F1 pulls out and moves on to the next expansion country to do it all over again Rinse, repeat How many of the races introduced in the last decade will be there in the next decade? I'm not opposed to new races and not all races are irreplaceable, but this current strategy, while profitable for FOM (which is probably all that matters), seems to do nothing actually expected by the race hosts. Heck, how many new countries have their names in the mix to host a race in the next 5 years? Russia, Mexico, Venezuela, New Jersey and more I'm sure. Are those going to replace Monaco or another recent expansion track, with them to meet the same fate in a few years? /rant |

I'm not sure, but they can adjust the fueling mixture currently.

They can adjust throttle maps in practice (not by the driver), but once in parc ferme, it can't be adjusted. Also, they have to be within a certain percentage of a "baseline" throttle map or it could be used similar to traction control. To the best of my knowledge driver cannot adjust the throttle maps at any point as it would be a form of traction control essentially.
