Default Need help!

I am putting my engine back into my car this weekend. I spoke to a local tuner and asked which route he would go for engine managment and he said that he would run utec along with enginuity and cobb ap wouldnt be able to tune my car properly. My question is what kind of engine managment should i use? Can i get away with just using tactrix and enginuity program and will it get rid of the cell thrown by the tgv delete? I dont really have the money to throw out for a utec right now cause im so broke from building the engine but we have all been there lol.

Mods: 2002 wrx
Sti shortblock
wrx heads ported and polished
ported vf39 turbo
catless uppipe
3 inch downpipe
4 inch testpipe back
DIY tgv delete
Cobb intake
stage 3 clutch
lightweight flywheel
stock intercooler (for now)
