Default Good tires and cost of struts

I have a 2001 Outback. I need new tires. I live in CT. What are decent all around tires?

I also need rear struts. What is the cost parts and labor for new struts and sway bar lines.

I run Bridgestone Potenza G009s on my '98 and I love them to death. Grippy, predictable, quiet and they don't seem to wear quickly. Great in the wet and reasonable in the snow / ice.

I have Yokohama Avid TRZ on my '05 Outback and they're quiet and actually pretty fun to toss the car around. I run Continental ContiExtremes on my Impreza which may be better unless you've got dedicated tires for winter use.
