Default P0519 & Weird Idle after an EJ20 swap (ej25 replacement)

I just finished dropping a JDM Ej20 into an automatic 2003 Forester. I replaced the USDM Ej25 because of blown HGs. Both engines are SOHC.

I stripped the entire block and swapped the entire intake manifold to avoid sensor/pin match up issues.

The car fired right up with no issues, however, itís throwing 2 codes.

P0519 - [confirmed] Idle Air Control System Performance
P0507 - [pending] Idle Air Control System Revolutions Per Minute Higher Than Expected

When the cars running it pulse idles from 2,200rpm to 2,900rpm. When I fiddle with putting the car into drive, neutral, or reverse it will eventually come down to, what sounds like a struggling, idle of 1,200rpm.

I did troubleshooting of the IACV, [adjusting] the throttle position sensor and the MAP. When the cars running and I unplug/adjust any of them the engines idle behavior doesnít change.

Iíve looked over the bay several times for possible vac leaks and canít find anything and all sensors are accounted for.

Some thoughts and suggestions would be helpful. And appreciated.
