Default \"What/'s with the apostrophe\'s and slashe\'s and stuff?\"

In random posts and replies, words with quotes or apostrophes get slashes tossed in there like an escape code of sorts? Is it the server or the browser?

It's under pressure's ****ty proxy server. For whatever reason, he refuses to find a proxy with less suck.
