Default suspension, help please!

My 98 rs is becoming an '06 STi and I have a problem with the suspension. I swapped the struts off the STi onto my RS and the rear end sits INSANELY high, even with Eibach lowering springs...

Any ideas what might cause this? Is the STi suspension setup that different from an RS??

Do you have a picture of the spring/strut/top hat assembly as you were putting it on the car? Are both sides like this?

both sides or one side

could be a bad seal in the strut not allowing it to compress

It's the same on both sides yes but because I made sure I installed it the same on both sides. I'll send a picture of the tophats, that's what I'm thinking it is.
