Default How to tell if a panel has undergone repair or has filler?

Other than measuring the paint thickness and looking for a wavy surface or uneven crease lines, is there any way to tell for sure if a panel has undergone repair or has filler in it?

Also am i right to say that a paint thickness measurement tool measures the "distance" from the metal to the surface of the paint to tell the thickness? So a panel with filler will most definitely show up as having a thick coat of paint on the measurement tool?
