Default New turbo sounds funny

Last week i ordered a new GT35R turbo to replace mine was seems to be leaking oil from the inlet side...
The old one was a dual ball bearing, .70/.63 AR, standard compressor cover, non-garrett turbo that i got used in my rotated kit.
The new one i got is supose to be dual ball bearing, .70/.82 AR, anti-surge cover, non-garrett turbo.
Now, i have about 200 miles on the new turbo, but the whole time when it spools, it kinda makes a drone sound. Kinda like when you have the radio on but not on a station, and you can hear the rpms via the radio, same sound.
It also, does not spin as long as my other one did after i turn the car off or spin it by hand, it only spins for half the time of the old one.

Now my questions are, does the anti-surge housing make any different sound on spool vs a standard compressor housing?

Would a newer ball bearing turbo not spin as much or would the differance in a .63 vs a .82 exhaust housing? i wouldnt think ball bearings need to be broken in before the spin right..

if not, this turbo is going back...

( i will try to get a video of them spinning side by side when i get some from work tonight)
