Question Humming activated by pressure on my gas pedal

I have had a significant humming coming from the rear of my 99 Outback.
It is activated when I push the gas pedal down about 1/4 of the way, and has different activation points and speeds in different gears. But, it is always at about 1/4 of the way down on the gas pedal. I can get it to hum constantly if I set the cruise control on the right spot.

I have heard a couple different ideas: (1) The fuel pump has gone bad. (2) Something is wrong with the rear differential.

Any ideas?
