Default for Body guys. Bumper strangeness 2010 STI

So I bought this car about 2 weeks ago so I'm still noticing things here and there. I recently noticed the bumper had been painted from seeing masking marks under the hood as well as the not perfect paint matching. Since the car has not been in any "accidents" I'm thinking the previous owner may have hit a snow bank or something of the like that they needed to change the bumper cover and grill, because the grill is not OEM I noticed this already, but figured it was an intentional modification done by the previous owner.. The STI logo was some strange chrome one instead of the red and black (i have since removed it), and the grill doesn't have the cross bar with the subaru badge in it.



I was under the hood cleaning stuff last night and noticed the fog light covers didn't look right. as seen below. there is a gap at the top.. so i popped them off to try and see if they just weren't seated correctly.. and noticed they appeared to have been siliconed into place because.. they don't seat correctly at all. So I am now for the time being forced to silicone them back into place.



You can see in the pictures there are no spots on the bumper for the fog cover to snap in. Am i going crazy?





Is this just a **** jobber/ebay bumper cover? The grill doesn't fit well either so i'm guessing that's ebay too. The fog covers are OEM subaru part which is what makes me think this.

Any suggestions on how to get rid of this gap or secure these fog covers on better?

Options for bumper covers? can i use any one from 08-14? (prep and paint not an issue, I worked in my old man's body shop and he can help me out.) Or maybe i could just put a fog light kit in but i'd be worried about fitment for that as well.
