Is the car overheating? Anything else wrong? It sounds normal, as a lot of coolant doesn't flow through the cap, just enough to keep the system under normal pressure. The cap will get hot as the coolant expands and goes into the overflow tank, but once the coolant reaches operating temperature, nothing should flow through it anymore. Also, once the coolant starts to contract, it will suck the coolant from the overflow, which should now be relatively cool.
