Default Replacing vent valve above fuel tank

My FIL's 2004 2.5RS threw P1443 last week so I searched around on here and found that the usual culprit is the fuel evap vent valve located above the fuel tank so I ordered one. I'll also check the lines for clogs or debris. My question, is there an access panel in the trunk somewhere or do I have to drop the subframe and lower the tank? In the threads I found regarding this issue, most people mentioned dropping the tank. I saw one person mention that he was able to access it via the passenger rear wheel well. Is there a walk through on how to do this?

Part number for the vent valve is 42084FA120. I'll be tackling this in the morning.

I think but am not sure that the plate on the left is for the vent.
