Default fog light aiming


I have a problem with fog light aiming. I had a pair of lights installed in my '98 outback by the dealer recently and found that they were not aimed properly. When I mentioned this to the dealer sevice manager he said he didn't know anything about correcting the beams to illuminate properly, and even suggested that they may not be aimable. These are Subaru lights and I find it hard to believe they can't be aimed. Since the dealer did the job I don't want to touch them until they check my problem out.
My left light is up in the sky like a high beam, while the right one seems correct. Are they giving me the run around? I covered each light separately to see where they were shining and was shocked at such a shoddy installation. Thanks for any help. I also have a 2002 Impreza with fog lights and they are aimed properly so I know what they should look like.

you may want to check out if they are on the right side...sometimes i have seen dealers and body shops get two of the same foglight, because they dont figure that they are specific part numbers for each side....the the rotate the foglight to make it fit, hence the sideways beam.....

as far the aiming goes, the bulb itself may not be mounted correctly, flush as it should this has happened to me...and lastly...iirc those foglights have a lonng screw on the back to adjust them....
