Looks like it is just a temperature sensor. I'd skip this, just because the air is above freezing does not mean that the road surface is also.

You would be better off with the sort of gauge that came stock with the SVX, that would tell you the outside temperature and let you decide the odds of ice being about.

Looks like a thermometer to me. I have the thermometer as part of my gauge pack and my Dad's Blazer says "ICE" on the display below 35 degrees. That's all it is.

Looks like a regular thermometer that beeps or something when it gets around 32degrees. I wouldn't get it. I had an aftermarket thermometer once which told in/out temp and started flash red lights when it's 35 or below.
