Default Extreme Power Steering Noise

Hello all. I've searched the site in hopes to avoid a duplicate post, but I dont think this has been covered yet. The other day I noticed a loud whining noise coming from my power steering pump area. There is no real change in the amount of effort I need to turn, but the harder I turn, the louder the noise. Also, when the RMP's get higher, it seems to get louder as well. So here's the questions:
1. Does this sound like a belt, the pump, the fluid???
2. How would I go about fixing something like this?

May not be applicable, but in the Cavalier I used to have that was the exact symptom of low fluid. It had annoying power steering fluid leaks (from the pump, and hoses), so I got used to listening for it.

Hey guys, thanks for the interest in helping me. My buddy told me my fluid was full, so i never re-checked it. When I got home yesterday, i took a look and it was pretty low. I'm not sure if there is a leak or not, but i flushed it out, and refilled it with Valvoline PS fluid with leak stop. Hopefully its just a bad seal, and not the pump. But the noises stopped as soon as i put fluid in. Thanks again!

Yeah when I posted this before thought I was nuts...

Anyways yeah mine is really doing it bad.. sometime yes.. and sometime no.. But it's makes this Really loud surging noise.. I need to add a few.. But it never to never mix brands together or something like that... saying that I need to drain it then fill it up??
