Question "test" wire under dash - flashing CE light b/c of speed sensor

A long time ago, someone posted about this mysterious connector they found under the dashboard that was left dangling, and when he connected it, his car wouldn't start/threw a CE light. Some people said it was some kind of diagnostic? I can't find it in archives any more - must have gotten deleted. Anyone remember it?

I ask because I've been scratching my head trying to figure out why my CE light is flashing after an attempt to install cruise control on my '99 MT RS - engine runs perfectly, and some help from Rallispec showed that the OBD-II computer is complaining about speed sensor problems. But I haven't touched the speed sensor, so I'm wondering if I or the people helping me at the time may have accidentally connected this forbidden connector in our hurry to put the car back together. Is a flashing CE light the symptom of this? Or is it something more serious like the car not starting?

Normally I don't reply to my own messages, but in this case, it's worth it b/c I have some good news -- my CE light is gone, and yes, it's that green connector. Don't connect it. Thanks to scoobed (Brendan) for helping me figure that out.

It was me! - Good thing you caught it
It was a green plug with one or two wires coming out from it. It's SUPPOSED to be disconnected, and it's way up on the left side of the steering wheel.

Apparently it makes the car run lean (for loading and unloading the car onto the ship) as well as turns on the CE light... I don't remeber if it was blinking or not tho.
