Default Subaru Recalls 67,806 Late 90's Imprezas and Legacys in Japan

TOKYO Fuji Heavy Industries Ltd., the maker of Subaru cars, said Tuesday it is recalling 67,806 vehicles in its Legacy and Impreza models for free replacement of defective control units for driver-seat air bags.

The vehicles to be recalled were manufactured between February 1997 and November 1998, the company said in a report to the Ministry of Land, Infrastructure and Transport. (Kyodo News)
As far as I know, side airbags deployed from the seat back didn't appear on Subarus sold in the US until Mar, 2001 with the introduction of the 2002 WRX. This, obviously, doesn't affect any US Subarus. Here's a link to a very rough translation of the notice from FHI's website:
It appears that the Japanese air bag control units in question have a bad solder joint which can crack and cause, perhaps when you hit a pothole or something like that, an unintentional deployment of the side airbag.

The airbag manufacturer the same as the one involved in the US airbag recalls?
