Default WRX stock ecu upgrade

Does anyone know if the stock WRX ecu can be upgraded and still pass smoge?

Yes, Prodrive makes kits that work with the factory cats or Stage 3 provides a single, high flow cat that should pass emissions testing. I'm sure there are others out there as well. Check around. Cobb, Prodrive, Vishnu maybe, Ecutek would be good places to start.

Is there a way to mod my OEM ECU and still use it and still pass smog? I heard theres a way and it will increase 20hp and still pass smog.

as long as there are catalytic converters in the exhaust system ull pass smog... unless im mistaken.

The key is getting a reflash that has quality engine management. Run too rich, you send your cats to an early death, run too lean, you kill cats and scorch pistons and detonate. I've talked to Prodrive and their reflash kits work with factory equipment. I'm sure Cobb has maps for their Accessports that won't kill your emissions equipment. Ecutek may have them too. Do your homework. THERE IS NO MAGIC BULLET! Good luck!
