Default AE540 vs. AE550???

Does any one know if a AE540 ECU will work in place of a AE550 ECU? The reason I am asking is because my 1999 Impreza RS2.5's ECU decide to bite the dust and I am in need of a new one but my car is from Cali. which used the AE550 ECU and I can't seem to find one but I am able to find the AE540 which is the ECU for the federal emissions cars that same year. I am needing to know if they are interchangeable and is there a performance difference like I imagine there is. I would love to use the AE540 due to is availability and the possible performance difference if there is one.

But from what I understand, and I don't know why, it does not work in reverse from what I have found out from other people.
