Default fact or fiction: if you convert your car to run on propane you are emissions exempt

I was talking to a couple of guys last night who were telling me if you set up your car to run on propane you become exempt from getting smogged? Is there any truth to this? I couldn't find anything online about being emissions exempt but I did find...

The stringent ILEV standard limits AB71ís eligibility for single-occupant use of the state's 1,159 miles of HOV lanes to electric vehicles or those that run on compressed natural gas or liquid petroleum gas (propane).

Eligible vehicle owners must first obtain an identification sticker from the California Department of Motor Vehicles. The provisions of AB 71 are effective until December 31, 2007.
meaning that if you setup some kind of solenoid system to allow your car to run on propane you can become eligible for using the HOV lane. Seems like it's worth some research--anyone got any info?

I know you get the carpool lane, but you lose HP with LPG/NG. Plus I believe a tax break. I was trying to buy LPG F150 for work so I can do the carpool lane, but you have to buy like a whole fleet to get one. The Gas Company has info on this though...

Conversion kits. Good stuff.

You need to bump the compression a point or 2 to regain your gas mileage and power. I don't know what the emissions legalities with that would be here in Kalifornia. Back home as long as the thing passed the sniffer, they didn't care if you had radically altered a non-standard swapped engine so it could run on orphan babies.
