Default how to keep a fire alive in water

hey, i read the last thread about the girl blowing up the toilet. now, if you throw a firework into a toilet or lake, or some other body of water, how can you keep the flame lit so that it will blow up in the water? pour gasoline over the fuse? chip in a few ideas. -Arthur

Most cannon fuse is water proof.
