Default Car Noises

I'm not sure where I would post this -- so here goes

Car: 1998 Subaru Impreza L Sedan (2.2 Litre)

1st Problem :

This is not the first time I have heard the sound in general, but it is the first time I have heard it inside the car. I was warming it up and suddenly I heard what I thought was a snake coming from somewhere underneath the top left corner of the car (say you divide it down the middle both ways). Right after that I heard something along the lines of what it sounds like when someone hits a bong. It came slowly at first then got up to a moderate pace. I pressed the brake pedal and it stopped, then slowly got back up to the same pace. This happened each time I pressed the brake pedal. So then I turned the wheel and it stopped completely, except for one last bubble sound. After turning the wheel this way and that, I could only get single bubble sounds.

Before, I have heard this noise as the car has been driven away. The person driving will turn the car to the left and from far away it sounds like a clicking near front-right wheel of the car. At odd times this would continue after the turn and when the person drove away down the road.

What's going on?

Second problem:

For some reason, while warming up the car, I was playing with the on/off knob for the headlights and I noticed that there is this whining noise when the lights are on. It stops when I turn them off. Think of someone pressing touching a pencil eraser or their finger-nail to a rapidly moving belt-drive -- that's what it sounded like.

Again..what's going on?

when my car warms up it sucks air like crazy and gives you the "bubbler" sound effect somewhat. But I have a Cobb CAI.
