Default Hanging RPMs when cold, IAC or TPS?

I have an '02 Forester and when the car is first started in the morning it idles at about 1500 RPM for a short amount of time then when driving the RPMs hang at 3k or so until the engine heats up. Could this be a dirty IAC or a TP sensor?

that sounds normal, ur tranny (if AT) will not shift into overdrive until it heats up to normal temps

This is normal on my 98. When the Engine is really cold it doesn't turn off the fuel on engine decel, this causes the rpms to hang for a bit.

It's the IAC compensating for the rich condition used for cold starts. Due to emissions regulations, the IAC opens a little to make sure the extra fuel burns off... otherwise the car would be putting raw hydrocarbons into the exhaust.

So this is normal? I don't remember the car doing it the entire time we have owned it, just the last year or so(I suck at working on cars when it isn't modding them)
