Default 1999 2.2L ecu question

is it possible for an ecu to become corrupt when running in open loop mode. Engine will run fine in closed loop but will switch to open loop while driving down the road and start to stutter and have absolutely no power, then switch back to closed loop and run fine. I have resetted several times and no changes. I have logged 2 runs with ecuExplorer if it would help for diagnosing the problem, the car is a 1999 Impreza TS 2.2L manual transmission, ECU is part number 22611AE510.
